Upcoming Changes to Home Care Packages in Australia

A significant update on the horizon is the transformation of the Home Care Packages Program in Australia, set to take effect from 1 July 2025.

Introduction to the new Support at Home Program

The Australian Government is introducing the Support at Home program, which will replace the existing Home Care Packages Program and the Short-Term Restorative Care (STRC) Programme. This reform aims to provide more tailored support to help older Australians live independently at home for longer.

Key Features of the Support at Home Program

  • Funding Levels: The new program will offer eight ongoing levels of funding.
  • Home Modifications and Assistive Technology: There will be faster access to assistive technology and a new equipment loan scheme to support home modifications.
  • Transitional Arrangements: Those currently receiving Home Care Packages or on the National Priority System will transition to the new program with a budget that aligns with their current package level.

Eight Classifications for Ongoing Services

The Support at Home program will feature eight classifications for ongoing services, replacing the current four Home Care Package levels. Each classification will have an associated budget, allowing for more tailored support based on individual needs.

Funding Levels

  • Level 1: designed for those with basic care needs. It provides a modest budget to cover essential services such as personal care, domestic assistance, and social support.
  • Level 2: For individuals with low-level care needs, and offers a higher budget to include additional services like meal preparation and transport.
  • Level 3: caters to those with intermediate care needs, providing a more substantial budget for services such as nursing care, allied health support, and home modifications.
  • Level 4: For individuals with high-level care needs, and offers a comprehensive budget to cover extensive services, including intensive nursing care and specialized equipment.
  • Levels 5-8: These levels are designed for those with very high and complex care needs. They provide the highest budgets, ensuring access to a wide range of services and supports, including 24/7 care if necessary.

Additional Support and Services

  • Assistive Technology and Home Modifications: The program will include faster access to assistive technology and a new equipment loan scheme to support home modifications.
  • Short-Term Supports: Participants can also receive short-term supports, such as restorative care and end-of-life care, which will be funded separately from the ongoing service budgets.

 

Participant Contributions

The government will set participant contributions, ensuring that the costs are equitable and manageable for all participants. This approach aims to make the program accessible while maintaining high-quality care standards.
